E.ON welcomes green light for major expansion of Sheffield heat network

Multi‑million pound investment to deliver affordable heat while creating jobs, boosting green skills and supporting long‑term community benefits

E.ON has welcomed planning approval for the expansion of its low carbon district heating network in Sheffield – a multi-million pound investment that will more than double the size of the existing network and support the city’s drive to reach net zero by 2030.

The plans were granted full approval by planning committees at both Sheffield City Council and Rotherham Metropolitan Borough Council. This will add a further 12km of underground heat network to the existing 8km route fed by the Blackburn Meadows renewable energy plant in Tinsley to homes and businesses across the Lower Don Valley.

The planning decision follows a two year-long programme of activity by E.ON to explain the details of the project from initial construction to full operation, and to outline the benefits it will bring across the city, from environmental protections to new jobs and skills for local people.

Through this significant investment in the Lower Don Valley we’re committed to delivering a new energy system that also creates jobs, boosts green skills and supports long term benefits across the community.”

The heat network expansion is expected to create about 2,000 new jobs and apprenticeships during its lifetime, from project management and engineering to welding and electrics.

At least 11 new apprentices will be recruited, and partnerships with local colleges, universities and the South Yorkshire Mayoral Combined Authority will help to boost green skills for young people. One example is E.ON's sponsorship of Skills Street, an organisation that offers learning experiences for more than 16,000 young people each year.

Community funding and improvements will include grants to support local good causes such as warm spaces, educational workshops and biodiversity initiatives, as well as new cycleways and improved walkways, better drainage and flood‑resilience, and new tree planting across the area.

Commitments to minimise disruption

Community feedback helped shape E.ON’s commitments to minimise disruption during construction. This includes setting defined transport routes, working closely with the city council, utilities, and other infrastructure partners and landowners to coordinate work wherever possible, and putting in place measures to reduce congestion with regular noise and dust monitoring. The project will also align with wider local authority plans, such as public realm improvements and new active travel corridors.

Construction is expected to begin in 2027.

The Blackburn Meadows renewable energy plant generates heating and electricity from sustainably sourced waste wood that would otherwise go to landfill. The network provides a more efficient alternative to individual gas boilers and helps to reduce carbon emissions, improve air quality, and offer long‑term cost benefits for customers.

Sheffield is one of 28 UK cities participating in the Government’s Heat Network Zone Pilot Programme and a leading participant in the Advanced Zoning Pilot. The Blackburn Meadows expansion supports these national objectives and provides a scalable foundation for future heat‑network growth.

District heating is projected to grow from 3 per cent of UK heating demand today to 20 per cent within 25 years, making it one of the country’s most important technologies in the shift away from fossil fuels.
